If that is your only option, yes. The MBA fee at the Global Open University is around 12k per year. Compared to most other private B-Schools in India, this amount is chump change. It is a low-risk option. So if you live anywhere near the area and have not managed to get into any of the top tier MBA colleges, going to an open university isn't a bad idea.
